DEV means developer. It is a developer preview version. Meaning it is not even considered beta, you can start to expect bugs from it.

                                

Here are the specs you will need to install windows 8

Note: If you are running windows 7 fine without problems, windows 8 will work well with it also.

• 1 GHZ Processor
• 1 GB RAM
• 16 GB of free hard disk drive
• DirectX 9 graphics card 
• WDDM 1.0 or higher driver
